BRIDGE Workshop - curriculum development for Election Observation in Madagascar
Funded by the European union, the two projects PACTE- Projet d'Appui à la Crédibilité et à la Transparence des Elections à Madagascar (www.pacte-madagascar.eu) and PEV-SADC - Preventing Electoral Violence in the Countries of the Southern African Development Community (www.pev-sadc.eu) organised a BRIDGE workshop of curriculum development from 15 to 19 November 2013 in Antananarivo Madagascar in preparation of the adapted BRIDGE workshop module on « Electoral Observation » from 20 to 23 November. Several Malagasy semi-accredited facilitators participated in the workshop as some delivered the workshop in order to obtain BRIDGE accreditation.
It was about identifying all resources, proposing methods and technical approach of the facilitation of BRIDGE and first, to do a simulation session for each developed activities. The activity was carried out under the directives and advices of accrediting facilitators Eliane Torres (Portugal) and Roger Bupiri (CENI DRC).
During three days, participants referred to the BRIDGE methodology for developing the content of a BRIDGE module workshop targeting specific realities and needs of the Malagasy Election Observation platforms in order to remobilise the Electoral observation for the second round of Presidential Election and Parliamentary Election.
This workshop is strategically done between the first and second round of Presidential Election, second round which will be combined with Parliamentary Election planned on 20th December 2013. From this fact, during the curriculum development, a large part was dedicated to lessons learned from the observation of the first round of Presidential Election and to further elaborate an action plan of capacity enhancement in preparation of the Election Observation on 20 December 2013.
